"Leadership from EU is a sorely missing. Rumours are circulating on EU internal opposition to move to 30% and affecting the credibiility of the conditional EU position; some are starting to point out towards the Swedish Presidency for championing national agendas against overall environmental integrity (forests management loopholes, surplus AAUs resulting for first commitment period targets reflecting announced nuclear phase-out that did not take place); not to mention the elephant in the room which is the missing commitment on long term financing for efforts in the developing countries."
